Pereira grew up in Stockton, California with his older sister Linda, the son of Al and Lydia Pereira. In 1972, he earned a bachelor’s degree in finance from Santa Clara University. Pereira was diagnosed with testicular cancer in 1975 and colon cancer in 2007.
Pereira has been a football official since 1982 when he was a member of the NCAA Division I. He officiated college football for 14 years, beginning with nine years in the Big West Conference (1982-91), then five years in the Western Athletic Conference (WAC) (1992-96). He officiated eight postseason Bowl Games during that time, including the Aloha Bowl and Cotton Bowl (twice each), Citrus Bowl, Gator Bowl, Holiday Bowl, and Freedom Bowl.
